Holds a degree in economics. Began his career at the Dzhezkazganskiy miner and smelter. Then worked at the Ministry of Non-Ferrous Metallurgy of the Kazakh SSR and other governmental agencies. Lead-managed the State Employment Assistance Fund. Served as a Vice-Minister of Economy in Kazakhstan's Government, worked in national companies – as a Vice Minister of the Kazakhstan Electricity Grid Operating Company (KEGOC) and of the State Food Contract Corporation. Worked at private enterprises. Is one of initiators of the Democratic Choice of Kazakhstan civil movement founded in 2001. Received the status of a refugee in Poland in 2013 and resides permanently in Warsaw.
